Trenton's right. They don't howl at the moon, it just looks that way. They look up so the sound can travel farther. They howl to communicate. Ex.: in the middle of a hunt, wolves will howl so each member knows where the rest of the pack is. So that they can strategize.
I think it's becuase they are trying to communicate woth other dogs but I don't know why they look at the moon. Hope this helps:)
